Maine has been financing the education of K-12 students in private schools since 1873 -- currently 35% of all students in the state's private schools, and out of state as far away as Vail Valley Academy in Colorado. The average tuition of $6,000 is 20% less than Maine's average per pupil expenditure for public education. Education policy analyst Frank Heller provides the details.
